The Japanese Chin seems to be the most compatible dog for me. I don’t know what a patellar luxation, KCS or entropion mentioned are. Are these part and parcel of the breed or only some of the dogs?

Dogs have no monthly costs. Patellar luxation is basically dislocating knees and may require surgery for repair depending on the severity. Entropian is inverted eyelids–also correctable by surgery. While these issues can occur in the breed, all dogs do not have the issues at all. Many toy breeds have patellar issues eventually due to injury. Patellar repair will likely vary in cost depending on where you live, so you can contact your local veterinarian to inquire what repair for a Chin would likely run–expect $ 1000-$ 1500 per leg. Expect $ 500 for correction of entropian.
A healthy chin will likely run you $ 3000.
